May 8th 2008 10:57PM It's the child's and his parents fault. 1. Parents need to teach bicycle safety before the child gets on a bike. 2. The parent needs to watch the children, ensure they obey the bike laws and keep them out of the street.

A car is too quiet? Get serious. The child most likely cut in front of the car; it happens frequently.
