What on Earth makes you think the dog is dead? And the man (who may very well be wearing shorts) is obviously cleaning out or detailing his car, given the pile of trunk contents in the left of frame. Perhaps odd, but not deserving of the salacious headline and article.

@(Unverified) Google's streetview images are stitched together from multiple exposures taken, to make sure overlapping coverage doesn't miss much. Normally, the dog would have just layed down/ gotten up between one shot and the next. That may explain the blurring on the man, too.

He appears to be working on something within the car trunk, perhaps rear light electrics, possibly a hot day so just has shorts on, and the dog his is sleeping in the sun sans tail?
