You missed the historic beginnings of Net Neutrality, like in 2005 when AT&T (formerly SBC) CEO decided Google should not have free use of his pipes.

Ed Whitacre argues that he wants to make portals like Yahoo & Google pay to use SBC's network. "Now what they would like to do is use my pipes free, but I ain't going to let them do that because we have spent this capital and we have to have a return on it," says Whitacre. "So there's going to have to be some mechanism for these people who use these pipes to pay for the portion they're using. Why should they be allowed to use my pipes?"
Also, outside the US, like in Canada , carriers have discriminated
performance and access based on content. I believe a carrier in British Columbia is often cited for anti-net-neutrality abuse.
