How much more ignorant can LIEberman get? Does he know that the USA is home to an overwhelming majority of the internet? If it gets shut down here, there would be serious worldwide consequences.

It defies logic. In a national emergency you want to have more lines of communication open, not shut them down.
An analogy would be: turning off all phone services in the U.S. because somebody called and made a bomb threat somewhere.

And what would a "cyber 9-11" look like? In case no one has noticed - people don't die on the internet.

Sounds to me like certain people who run the world are sore that there's still a frontier where freedom of speech and information exists.
