Food services don't do background checks.  That would eliminate 99.99999% of the applicant pool.  The background check probably costs over $100, and with the turnover of jobs like those, the employee is expected to last about a week... and with the $7 an hour wage the food services company is praying to god the employee even shows up on his first day.
