The reason: the regime was unable to retrieve those messages and storage then in their computers for a later evaluation.  Only few high rank official had the privilege of being directly connected to the internet which use pirate Microsoft applications probably purchase in the black market in China.  Is for that reason that Microsoft banned the service.
