Criminals here arent scared of the justice system at all. Look at the whole peanut scandal - they knew about the Salmonella, etc. and they knew nothing was going to happen to them. In contrast with the melamine scandal in China, it was a swift investigation and swift execution to the violators. China claims that it "never" convicts the wrong person, but like the US, a substantial number of prisoners are certainly there because of a police error or often, because they crossed the wrong powerful person and were then, framed for a crime they didn't commit.

In China "who you know" means everything. The system is very corrupt and the chances of getting ahead without being part of that system is very low.

The "net worth" of each human body, when its parted out, is over $200,000 so you can see, executions are a cash cow for the government.

The younger and healthier, the better. One has to wonder if perhaps that (astounding) six figure value might be utilized here along similar lines to viatical settlements so that young Americans could get the money to go to college, etc.

They could sell the rights to their organs.

Someone could get implanted with a pet-style chip or a tattoo on their foot or something and when/if they died, their organs could be harvested. In exchange, they would receive a sum equivalent to the cost of four years of college.
