To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries; ...". First off, it seems to me that the issuance of this patent would be contra-promotional. Second, that, as I recall but am having trouble finding right now, that a patent is to be issued for 'non-intuitive' developments and inventions, and the page up and page down are fairly intuitive.
