It would be nice if you reported the patent number, or at least one or two of the claims, so we can see what the patent is really about. Unless you are a patent attorney or a patent examiner, I think you are probably not the person to judge the novelty of this.

From the Constitution of the United States of America, Article I, Section 8 - Powers of Congress "... To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries; ...". First off, it seems to me that the issuance of this patent would be contra-promotional. Second, that, as I recall but am having trouble finding right now, that a patent is to be issued for 'non-intuitive' developments and inventions, and the page up and page down are fairly intuitive. My $0.02.
