Seems it would also make sense for the panel to operate an air evacuation system to cool the car as it is parked on hot days.

True, if the sun wasn't out while you parked your car it would most likely be a cool day. Thus, no need to solar-powered air-conditioning. I love Priuses, too. They look awesome! :3
