Japanese Government Panel Wants Cell Phone Limits for Kids
Parents have a lot of reasons to worry about their kids talking on the phone too much, but usually they're limited to concerns about exorbitant monthly bills and somewhat uncouth behavior in public places. In Japan, though, some officials have rather more serious concerns, worried that kids are using their phones to access "harmful" websites.The fears are that today's phones, most of which are powerful enough to enable web surfing (especially in Japan), allow kids to access sites their parents might not approve of, and do so in places where their parents can't keep an eye on them. It's a valid concern, but, like most government officials, they seem to have taken things a bit too far, calling for laws to prevent children from using their phones for anything but making calls.
We can only imagine the horror such a law would cause for the tech-loving Japanese kids, never mind the electronics companies who love to keep their pockets full of gadgets -- and empty of cash. [Source: AFP via Textually]

i was on Japanese local train..................girl next to me was watching numerous Porn video clips........................she was a teenager.....................they were obviously forwarded to her...............was shocking as a tourist watching this thrusting motions viewed by a teen as a normal part of a train ride..............Mike

Yes, but in most other countries, their views on sex are way different than here in the United States. They're more open about it; it's not as taboo. That being said, sure, it's inappropriate for some younger people. But parents need to do their job.
