Marsha Smith, director of the Congressional Research Service, Science and Technology Division. Under the Carter Administration was instructed to conduct a major investigation of the existence of extraterrestrial intelligence and the relationship of the UFO phenomenon. She consulted with Daniel Sheehan, who at that time served as General Counsel for the Jesuit National Headquarters, National Social Ministry Office... and asked him to see if they could obtain access to the Vatican Library to obtain information that the Vatican had in regards to extraterrestrial intelligence and the phenomenon of UFO's. That request was perused with the permission of Father William J Davis, Director of the National Office at that time. But as the United States Jesuit Order, were refused access to the information in possession of the Vatican Library.
