Regional carrier Alltel has had unlimited smartphone email and browsing at a $29.99 price point for at least a year now.  UNLIMITED Smartphone tethering can be had for $10.  Non-smartphone UNLIMITED tethering for $25.  And yes, Verizon subscribers, with baby cousin Alltel, unlimited means unlimited.  No 5GB caps.  I only wish we had an EVDO roaming agreement with VZW and not Sprint...
