You should consider the fact that the US is the richest county on the planet with a telecoms industry regulator plus the fact that there is intense competition in markets across the nation especially with the launch of Verizon's Fios Internet Service and then you won't be asking yourself that lost sentence in the article
It's called looking at things from a global perspective and not a purely american one
